In the beginning was The Plan;
And in its fabric were embedded the assumptions;
And the assumptions were without foundation;
And The Plan was therefore without substance;
And darkness was upon the face of the workers;
And they spake unto their fellows, saying
“It is a crock of crap, and it stinketh.”

And their spokespersons spake unto the Section Heads, saying
“It is a pail of dung, and none may abide the odour thereof.”

And the Section Heads went unto their Managers, and sayeth
“It is a container of excrement, and it is very strong such that none here may abide by it.”

And the Managers went unto their Directors, and sayeth unto the,
“It is a vessel of fertilizer, and none may abide its strength.”

And the Directors went unto their Director General, and sayeth
“It is a substance which aids plant growth, and it is very strong,
And all those who have scented it upon the breeze are of like mind.”

And the Director General went forth to the Assistant Deputy Minister, and sayeth
“It promoteth growth, and there existeth consensus among all experts that is very powerful.”

And the Assistant Deputy Minister went unto his Deputy Minister, and sayeth unto him
“This powerful new Plan will actively promote the growth and efficiency of the Department, and has the support of all staff.”

And the Deputy Minister looked upon The Plan
And said that it was good,
And The Plan became Policy.
